I've seen software released under different licenses simultaneously, do the licenses have to be compatible for this as well? The project is really nice. The source is a little cluttered and the XSL transformations are setup in java (xalan is hardwired). I can see why he wants to integrate with Cocoon, but maybe it will have to remain separate (might be better anyways). No reason why Cocoon apps can't be GPL'd is there?
