Its responsibility is to properly parse XML, according to the input encoding. Encoding for the serialization should be specified in the sitemap, as parameter to the serializer. If desired output encoding should match input encoding, then action should be written returning input encoding so it can be passed to the serializer. Thus, to me this bug sounds as WONTFIX.
