I've already implemented this code for my Weblog. The process how this works
is described here:

It is actually a very simple implementation, and by putting the
subscriptions.xml file in CVS as David suggested, we achieve the goal
described above. Each site in the Web ring will then simply pull the file
from CVS over HTTP, and run the procedure mentioned in my Weblog.
