After all, it comes down to an issue of SoC. I already have developers breaking things while touching the sitemap and would prefer to keep cocoon.xconf far from their hands and from the necessity to change it often. I'd say: keep cocoon.xconf as generic as possible. I don't even like putting JDBC datasource information there.
