There is a draft W3C Schema for the sitemap (version 2.1) in: \src\documentation\xdocs\drafts\sitemap-2.1-draft.xsd
If think that it would be better if you could work on it rather than create a DTD from scratch. Last time that I've updated the schema it were validating correctly all the sitemaps (or almost all) in Cocoon sources.
