I checked out compatibility of the upcoming release with cactus-encounter downloaded from http://www.iasandcb.pe.kr/2g/projects/cocoon-encounter.html . (The version is 0.1 zipped one (the only one though. :-)) It works nice by just copying the extracted files to TOMCAT_HOME/webapp/cocoon/samples/i18n, so I think you can update the part the way you did on 2.0.3 with cocoon-encounter release.
