Cocoon command-line should examine file timestamps

Summary: Cocoon command-line should examine file timestamps
           Product: Cocoon 2
           Version: Current CVS
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: core
        AssignedTo: [EMAIL PROTECTED]
        ReportedBy: [EMAIL PROTECTED]

The Cocoon command-line will re-render every file it encounters, regardless of
whether the destination (eg index.html) is more recent than the source
(index.xml). Having this check could considerably speed up renderings of large
doc sets, as found in Forrest.
