I did some homework to help you out (attached). Copied form the Ant resolution. If you would be able to paste in the list of PMC members, that would be great.
Anyway, find attached the resolution with the PMC members added.
Before sending it to the board, I would like to point out that all active committers but 4 were included in the PMC. These four are:

Resolution to create the Cocoon PMC WHEREAS, the Board of Directors deems it to be in the best interests of the Foundation and consistent with the Foundation's purpose to establish a Project Management Committee charged with the creation and maintenance of open-source software related to the Apache Cocoon framework, for distribution at no charge to the public.
