Given some past history I've had with this, one things seems to be missing:

The text says that a PMC member may vote more than once. Only the last
vote counts. That means that if I have three votes during the duration
of the [PMC:VOTE] process like this:
1) -1 it sucks
2) -0 I'm starting to be convinced
3) +1
Then only the last vote (+1) counts for me. Hense I have changed my
vote three times.
