When compiled with no blocks (edit properties.xml and remove all the
include="true" attributes from the block sections) cocoon fails at startup
because the sitemap still lists components (for example fo2pdf and svg2jpg) that
belong to blocks and were therefore not included.

I would fix it myself but I'm not that confident with the xconftool.
