The Apache Gods, who wrote the License, really understood what "freedom" means. With that came you being allowed to do practically anything you like with the product, OSS or commercially. So feel free to include Cocoon in any commercial offering, embedded in other products, sold by itself with support or whatever. If you need to restrict the access to Cocoon for commercial reasons, then you have to work that out yourself.
