There are at least two parts that might not work:
b) configuring the fopserializer with a custom config file
Why shouldn't this work? This is exactly the resolving you fixed today morning. I didn't test your version, but the version I made yesterday was not very different and worked, i.e. the config-file was loaded.
There is only the problem, that FOP itself doesn't work with cocoon protocols or knows at least it context. So referencing dynamically generated images is not possible and the font files in the userconfig must be referenced with absolute paths.
