You have to follow instructions from the "HOWTO: JDK1.4" email

the list (Correction: [SOLUTION]...) for Tomcat 4.0.3 and JDK1.3.1.

1. FRESH Cocoon
2. FRESH Tomcat 4.0.1
3. JDK 1.3.1
