No, this won't work as LocaleAction supports only configuration params and
you cannot override it in a pipeline. See the root sitemap from Cocoon and
move your param there:
...
<map:action name="locale" logger="sitemap.action.locale"
src="org.apache.cocoon.acting.LocaleAction">
<map:parameter name="locale-attribute" value="x"/>
</map:action>
...
