1. Check XSP namespace. It is not correct.
2. Is this valid UTF-8? Or ISO-8859-1? Specify encoding in <?xml?>
instruction.

Your XSP was not compiled because it contains some error. Then you don't
have a class and get a ClassNotFoundException.

Search in the Tomcat work directory for compteur. Do you only find
compteur_xsp.java? Or also compteur_xsp.class?
