Make sure that the image is available at that link:
./test.html
./pics/test.jpg
Maybe you have to insert something like this:
<map:match pattern="pics/*.jpg">
<map:read src="pics/{1}.jpg" mime-type="image/jpg"/>
</map:match>
Try to access your image directly (entering the URL into the adress bar)
