I used the following in the sitemap:

<map:transform src="xsl/page.xsl"/>

and the following xml file
<page xmlns:xinclude="http://www.w3.org/1999/XML/xinclude";>
<xinclude:include xinclude:parse="xml" xinclude:href="../menu.xml"/>
...
I got the following error (in WEB-INF/logs):
