XML Spy is not a visual XSL editor. It's just a convenient text editor for
XSL with transformation and preview capabilities.

There is a number of tools for HTML-to-XSL generation (Excelon Stylus,
XSplit, etc.). But for a good result you'll also need to specify the XML
input:
XML + HTML [maybe with special markup] = XML + XSLT

Er, I know there are XSL visual editors (XML Spy ?).

Another way is, I think, building sample HTML pages and ask a coder or
DIY to translate it to XSL.
