I think, this is a problem of Windows not of Cocoon. Because I have a German version of Windows I can't tell you the right way. I try to explain it:
In the explorer we have a menu named 'Extras', it should be named similarly in English, there 'directory options', 'file types', search for '.doc', modify the options of '.doc', there is an option meaning 'confirm opening before download', this must be switched to yes.
