Do you need a dynamic sitemap or a dynamic site structure? The sitemap is (becomes) HTTP request->response mapping code. It needs recompiling for each change to the sitemap.xmap file - a massive overhead on a per-request basis (!) You can include code that interrogates a dynamic system and influence the response - this may be what you mean ? :)
