Hi,

i don_t know if it is any help for you. But
maybe take a look at the following patch for
cocoon:

http://nagoya.apache.org/bugzilla/show_bug.cgi?id=5593

It patches cocoon for better support for different
encodings. How it affects JSP; i don't know.
