I think it's not a feature nor a bug of Tomcat. It's the implementation of HttpServletRequest in JSPEngine which cannot be casted to Tomcat's request. Btw, you can use sitemap to forward your request to other resource, look at <map:call />. The resource should be a Cocoon pipeline or resource.
