Don't understand exactly what you mean? 

Pipeline:  1. Generate XSP, 2. Inline DTD doctype? 3. Perform rest of
the functions.

Is that correct?

Yes.
Make the pipeline that checks get as imput the result of another
pipeline
that generates using XSP.
