It *should* be reread whenever the file changes. If you obtain the file this way, that last modification time is not available AFAIK. In this case it does not reload the file. The correct URL should be cocoon:/descriptor.xml IMHO there is a problem with resolving URLs in some actions. It could well be that it needs some more investigating.
