You cannot currently "lock" cells (assuming you mean ether "protect" via 
encryption or freeze in place).

Look at:

http://xml.apache.org/cocoon/userdocs/serializers/xls-serializer.html

Specifically gmr:ColInfo as well as the webapp/cocoon/samples/poi 
examples (under Legacy Formats
from the menu).
