I've just updated the 2.1 branch to allow a format specification on
module declaration. With this you can
<component-instance logger="core.modules.input" name="date"
class="org.apache.cocoon.components.modules.input.DateInputModule">
<format>yyyy.MM.dd G 'at' hh:mm:ss z</format>
</component-instance>
in cocoon.xconf.
Will look into Konstantin's suggestion as well.
