Antennae House, home of a famous formatting objects processor, has an HTML2FO.xsl on their site which is a good starting point for a stylesheet to handle this transformation. Provided you are beginning with something well-formed, this is pretty garden-variety problem to solve. Do it yourself. If you do it right, your nested tables will nest themselves.
