Odd.  Mine is right under
  $CATALINA_HOME/work/Standalone/localhost/
    cocoon/cocoon-files/org/apache/cocoon/www/
Can you create that directory structure for it?  There isn't anything in
the $CATALINA_HOME/logs directory?
