the server.conf.ex shouldn't be in /etc. if you apt-get install, apt-get remove and then apt-get install, the seccond install will not "overwrite" the /etc files, but the previous remove wiped out that dir. so the vice-setup simply exits saying it can't find the servers.conf.ex
