Creating Root Volume

Hi All,
  I am Trying to st up a Coda system for the first time and I keep running into the same problem and was wondering fi anyone could help me. 
Each time I ran "createvol_rep coda:root E0000100 /vicepa" as mentioned on the HowTo,
I get just the following:
Failed to dump the current VRDB into /vice/db/VRList.new

Does anyone have any idea on whats going on?  Thanks
