problem in setting another server

Hi,
     Iam running coda on Redhat 6.2. I have single server (SCM), whenever I
tried to create another server(currently working as a client)[non-SCM] I
get error message "Cannot get port from rpc2portmap; exiting" and "Could
not contact SCM. Rerun when SCM is up".
