From a colleague in the Internet Press Guild, here is what he thinks the answers are.

The answer is France, France, and France. Then: No, Then: Not Applicable

The source is maintained on GitHub, and available for download by anyone from that source repository.

As for "resellers", I get my copies of Pylint from the Red Hat CentOS 7 repository, Ubuntu 20.04 LTS repository, and Mint repository. The price is the same from these and other sources of Linux distribution: the bits to transfer from them to me.

The Country of Origin is ambigious, as Pylint is an open-source project with contributors from many countries, both human and corporate.
