My favorite is BigBlueButton. Especially when people are forced to participate (students) as this software respects their data privacy. It was developed for educational uses.

If you want to see how it works, here is a server in Germany maintained by university students. Ideally in the end people would self-host this software.

The interaction (upvoting questions and polling) would have to be done off-site, but I think this goes for all systems I know.

If you can code, you can add such capabilities using H5P. https://en.wikipedia.org/wiki/H5P

Greetings,

Do you have any suggestions on which software to use, in order to
create webinars for our users?
We would like to have the option to record our webinars, to share our pdf
notes with our users, to be able to mute their microphones from time to
time, to allow them to make questions and upvote them, to create a poll,

what do you think we should use and why?
