With funding from the Ontario Ministry of Colleges and Universities (MCU), the 
Ontario Colleges Library Service (OCLS) on behalf of, and in partnership with 
College Libraries Ontario (CLO) will implement a shared, next-generation 
Library Services Platform (LSP) in 2021/22. This exciting and high-profile 
project aligns with OCLS and CLO’s vision for delivering collaborative and 
increasingly digital library services that leverage the power of the collective 
to build capacity, advance teaching and learning, and provide equitable access 
to library resources, programs and services for students and faculty.

Reporting to the OCLS Executive Director, and with the guidance of the 
Implementation Steering Committee, the Implementation Project Manager will be 
responsible for providing leadership in the planning, coordination, and 
implementation of the shared LSP for 18 of Ontario’s publicly supported college 
libraries. Specifically, this project will involve migrating participating 
libraries from their existing Integrated Library Systems (e.g., SirsiSymphony, 
Safari Surpass, Mandarin, Evergreen) to a new shared LSP, supporting them in 
all aspects of implementation planning and execution, and ensuring that all 
college libraries equitably benefit from the opportunity of moving to 
next-generation library technology.

consensus building and organizational skills, knowledge and experience with 
Library IT/ Systems, and a passion for managing high- profile, complex projects 
with a large and diverse set of stakeholders then this is the job for you.

In this role you will: 


Coordinate with participating college libraries, vendors, the Implementation 
Steering Committee and OCLS staff to develop and execute the implementation 
plan and launch the new LSP in line with the goals and timelines for the project


Assist with the negotiation and development of Vendor and Service Level 
Agreements; ensure Agreements reflect the needs of the participating colleges


Coordinate training and consultation between the libraries and the LSP Vendor


Identify potential efficiencies and workflow improvements to acquisitions, 
cataloguing, resource sharing and discovery systems across libraries of varying 
sizes and staffing capacities


Build consensus amongst participating libraries; help develop consortial 
guidelines and policies that maximize benefits of the shared LSP


Plan and coordinate regular communication with key stakeholders throughout the 
project lifecycle


Oversee and coordinate the technical interoperability with college systems


Manage the project budget, plan for, engage and manage financial and human 
resources as required to achieve project goals


Coordinate progress and financial reporting to funders and other stakeholders 
as required


Implement tools that support collaboration, shared project planning and the 
development of shared workflows and policies


Establish ongoing governance structures and processes to ensure long-term 
collaborative success


Qualifications 

The qualifications listed below are highly desirable but not necessarily 
mandatory. Candidates are invited to demonstrate how their unique combination 
of education, experience, skills, and knowledge, would best fit this position 
in their letter of application.

Educational, Professional and Work Experience:


Master’s degree in Library and Information Science or equivalent from an 
ALA-accredited program, or a Master’s degree in Computer Science or Information 
Systems or equivalent


5-10 years of relevant experience, ideally in the post-secondary education 
sector, or an equivalent combination of education and experience


Experience implementing a next-generation Library Systems Platform, ideally in 
a consortial environment


Project Management certification (PMP, CAPM or similar) and/or relevant 
experience managing a complex, multi-stakeholder software migration or 
enterprise system implementation, ideally in a library or academic setting


Skills, Competencies and Knowledge:


Outstanding written, verbal and presentation skills


Excellent organizational and analytical skills


Strong human resource and staff management skills


Demonstrated ability to manage large, high-profile projects in a complex 
multi-stakeholder environment


Experience developing and facilitating workshops and presentations and leading 
meetings with multiple stakeholders


Demonstrated budget and financial management experience


Experience working with library technology systems vendors and suppliers


Experience with other post-secondary education IT/Systems e.g., Learning 
Management Systems, Registration Systems, Single Sign On


Proficiency with MS 365, Teams/Zoom, Project Management, and other tools and 
applications that facilitate collaboration


Fluency in French

Additional Information 

This position will be remote initially due to COVID-19. In the longer-term, 
occasional in-office work at our Toronto location is expected, in alignment 
with the requirements of the project.
