That's correct. You probably don't want to become a registration agency.
To support user's creation of individual DOIs via our EZID service, we
(CDL) pay thousands of dollars annually.

I am not sure _what_ you'd want to be. If going through CrossRef, then I
guess you'd want to join CrossRef. If going through DataCite, then I suspect
the EZID service is sufficient and there's no reason to do anything else. And
of course you could do both. Or something else entirely that I don't
understand, I probably still don't have the whole picture of DOI
possibilities.
