I'm not quite understanding your question about whether it's okay.

If you are asking if it's legal, no, it isn't. By downloading the file, you are 
creating an unauthorized copy of a copyrighted book. 

If you are asking whether it's ethical, that's a completely different question, 
but I'd probably say no to that one as well. That one's up for a lot more 
debate.

If you are asking if you will get in trouble, the answer is almost definitely 
no. The fact that TPB operates internationally makes it a jurisdictional 
nightmare, and I don't ever see an international copyright case against 
millions of users happening.
