This is pretty straightforward to do in real time with a USB breakout cable or device like the Elegato, which I would consider that to be the high end of your effective choices. Pretty much all of the $30-$40 cables are going to get you the same results, and since VHS source quality is such a low bar, you really won't get any benefit from a card or higher end converter.
If you want to tweak the video quality, you can do that after the fact. There won't be any benefit from doing it in real-time, which would be relatively expensive.
