Do you need to open the SIP port(s)? [or other authentication method like EZ-Proxy].
I'm not sure how you're set up - but our config; Overdrive servers request card holder status (active, expired, too many fines, resident status, etc) from our ILS server via SIP. Just my first thought since it sounds like authentication is the issue.
