I saw lightning talks on this audio transcription software (ResCarta) at
the last two Code4Lib Cons and it looks pretty awesome, although I
haven't had a reason to use it yet.

I highly recommend 3playmedia.
For short in house self made videos we use YouTube and then clean it up.
