The San Mateo County Library (SMCL) is currently looking for a Manager of
Technology and Innovation to join our team and move SMCL forward as a leader
in visioning and creating the next generation public
library.

  
Reporting to the Director of Library Services, the Manager of Technology and
Innovation serves as the top executive within the organization responsible for
technology and innovation. As a member of SMCL's Administrative Team, the
Manager of Technology and Innovation will actively participate and collaborate
with senior leadership to evaluate trends in technology and consider library
applications, service models, partnerships and opportunities that support
organizational mission and priorities

San Mateo County Library is a Joint Powers Authority that comprises the cities
of Atherton, Belmont, Brisbane, East Palo Alto, Foster City, Half Moon Bay,
Millbrae, Pacifica, Portola Valley, San Carlos, Woodside, and the
unincorporated areas of San Mateo County. SMCL provides innovative, dynamic
services that connect our diverse community with opportunities for individual
growth and enrichment. Named a four star library for six
consecutive years by Library Journal, the San Mateo County Library was ranked
12th nationwide and 2nd in California among public libraries with similar
budgets.

in collaboration, teamwork and innovation. This is a full-time, limited term
management position based at SMCL's San Mateo headquarters.

  
Key Responsibilities:

  * Lead and direct the Library's overall technology vision to ensure SMCL is 
positioned to be at the forefront of new technology developments
  * Manage system-wide teams and projects to launch technology and innovation 
pilots that foster a culture of continuous improvement and risk-taking
  * Develop a collaborative environment working with the IT team to develop, 
implement and maintain policies, procedures and training plans
  * Keep pace with the changing needs and requirements of our communities, 
identifying emerging needs for new library services and setting goals and 
priorities accordingly
  * Conduct complex research projects, evaluate alternatives, make sound 
recommendations and prepare effective technical staff reports
  * Create partnerships and interact with vendor and contractors to secure 
technology products and services. Work closely with key stakeholders to 
position SMCL to take advantage of emerging technology
  * Oversee division budget and manage consultants, contractors and/or vendors 
providing technology related service
This limited term position has a salary range of $119,496.00 - $149,364.80
annually and a benefits package summarized at http://hr.smcgov.org/employee-
benefits. The position includes a portable 401A retirement
plan and is not eligible for a defined benefit County pension.

  
Qualifications:

Knowledge, Skills and Abilities:

  * Administrative principles and practices, including goal setting, program 
development, implementation, and evaluation
  * Understanding of emerging technologies in the marketplace and their 
relevance for library services
  * Expertise with assessing, implementing and evaluating technologies and 
anticipating IT trends as they apply to library services
  * Strong web technologies, digital services and experience with scaling 
organizational infrastructure to support an increasing volume of content and 
customers, new product offerings, and delivery methods
  * Demonstrated leader in project management; ability to organize and 
prioritize a variety of projects and multiple tasks in an effective and timely 
manner; ability to organize work, set priorities, and meet critical time 
deadlines
  * Ability to adapt in fast-changing environments, willingness to take risks 
and consider new and untested approaches
  * Experience leading and managing change and an effective supervisor who will 
mentor and develop staff
  * Excited about the prospect of growing and learning in a changing environment
  * Ability to articulate ideas to both technical and non-technical audiences
  * Exceptional written and oral communication skills in English, including 
experience in public speaking
  * Strong strategic planning, analytic and research skills
  * Excellent interpersonal and creative problem-solving skills
  * Ability to work as a team member
  * Imagination, curiosity and sense of humor
  
Education and Experience:

Any combination of education and experience that would likely provide the
required knowledge and skills is qualifying.

  * A typical way of gaining the knowledge and skills is equivalent to a 
Bachelor's degree from an accredited college or university with major 
coursework in computer science, information systems, business administration, 
or closely related field and five (5) years of increasingly responsible 
experience related to managing automated systems, application projects and IT 
staff.
