It is possible that, on iOS, there are some additional permissions required for running as a beacon. E.g. you may need to enable location services (which requires that you add the ios.locationUsageDescription build hint, and add "location" to ios.background_modes.
This is speculation. I need more information about the problems you're having to comment further.
