Hi Shai, thanks for your quick response. I tried uninstalling Facebook on my iPhone and tried again and it worked correctly, to clarify it worked with and without the Facebook app on my iPhone with iOS 10.1. I'm not sure if the Apple review team has the Facebook app installed on their test iPad, I've asked them about it and will confirm when they come back with an answer.
