The new dashboard is a mobile app. So you can install it on an Android device or just open it in iOS and it will just work. QR code has been flaky on the old board too. Google discontinued support for the original QR code tool we used and the newer 3rd party tool has occasional downtime so it's probably not a feature we'll maintain. The email feature is probably something we can restore at some point as it's more convenient for some use cases, you can file an RFE on that. Notice you can still right click the OTA install button and copy the link to send it to anyone.
