OK I think I got it. I think the best thing for you to do is to add additional apps. For mobile you should think of this as multiple apps not as a single app with modules. This is a bit of a pain as you need to upload and manage on the store a network of apps but this will significantly simplify the process of installing/administering these apps and will work 100% on iOS, Android etc.
Think of it like the relationship between the Facebook app and Messenger. They can each launch each other and send you to the install page of one another. If you do this you don't need any permissions whatsoever. Just execute the link to the app on the respective store.
