The CEF browser component follows a different codepath than the JavaFX
browser.  The issue you cited, I believe is specific to JavaFX.

I have just tested the CEF browser component in the simulator on both Mac
and Windows, and rotated several times.  I cannot reproduce any
"blocking".  Please post a test case with your issue, and include relevant
details about the operating system version, etc...
