If we frame our code carefully--that is, define the interface to be used
for compression rather than encryption, and of course don't ship the crypto
library ourselves--we shouldn't run afoul of any US encryption regulations.
Other countries do restrict encryption technology in different ways,
however, and Undernet servers in those countries may not be able to use the
code.  IANAL, so take with a cup and a half of salt.
