I do believe that some modified undernet daemon's such as chatnet's support vhosts.  
Vhosts allow
ircops to change their hosts to whatever they want.  It is not perfect, however, 
because you can
still get their true ip by doing /raw userip <nick> or /quote userip <nick>.  It is 
also possible
to *guess* their ip by /who *host*.  The main undernet daemon (being developed by kev 
and others)
does not yet support vhost.  I personally think we should keep it that way.
