This is a restriction on the IRC server itself aimed at preventing 'abuse'
from 'clones'.  What you need to do is read the MOTD (which is displayed to
you when you connect) and look for the Admins email address, then send
him/her a nice polite request for an I:line (which is an excepion for your
hostname) and why you would like it, remember to include your hostname.
