Other than rewarding large channels during peak times while penalizing them
off-peak, when attacks seem to be more likely, and the interesting,
amusing, and presumed behavior of bans just 'vanishing' as the channel
deflates, not really.

Any statistics on the average number of bans per-channel and network-wide,
length of ban masks, volume of memory dedicated to storing them, etc.?  
I've a couple half-baked ideas for Better Ways ...
