Hm, not really necessary - it is up to each admin to decide what his opers 
cannot do, if an admin doesn't want his opers to touch #hottub he can stick 
it in a Q line without the rest of the net knowing. Obviously the admins 
body can always vote to make certain ones mandatory, but that would not 
limit the ability of an admin to have additional ones on top of that.

In a perfect world we wouldn't need it, then again in a perfect world we 
would all be delightfully happy using MS comic chat...
